WTH is this? Who picked this? How does this represent Bangladesh? Whoever was in charged to pick T20 kit must have had some serious stuff before picking this

Personally I couldn't care less. Usually girls care about these sort of stuffs --being fashion conscious and all. All I care about is their performance.

I'm not too sure whether this is the official one as I've seen the players today wearing the exact opposite jersey of green with red sleeves for their photoshoot ahead of the World T20.

Some good news: the jersey for T20 world cup hasn't been finalized yet. We can also use the green one that we have now. But the players like the red one more.
As you can see, they wore both the jerseys for photo session:

I'm not blown away by either to be honest.
These days, the maker of the jersey is as important as the design. You have to get your jersey made by a powerhouse sportswear manufacturer who can promise you advantageous features. New Balance (NB) especially, is doing a terrific job in making jerseys for sport teams. The quality of the cloth stands out from miles, for example the new South African cricket Jersey and the new Liverpool jerseys. Not too much playing around with the design or experimentation with the colors, but the material itself looks of very high quality and comfortable for sportsmen to wear.

I kinda like the red one. Its different, like an alternate. AUS has those all green ones they wear. I actually like both, but totally changing our colors would be kinda cool. Its better than 2014 and that fugly kit we had when touring Zim in 2011.

We look like circus clowns in Red, how can any team take us seriously if we play in that kit?
Zimbabwe have used a Red-Yellow palette on their kits lately. And the Red-Green Zimbabwe kits didn't have complicated patterns on them, they were just simple Red-Green kits, so they didn't look as horrible.

The 2014 WT20 kit was as disastrous as our 2014 year of cricket. Absolutely hated that kit.
I would also like to see an away kit.

Look I am all for having an alternate flashy design for our T20 jersey. In fact using red as the dominant color is a great idea. But they could use the red in an imaginative way with a new cutting edge design. In this case they have kept our original green jersey's design and just swapped the colors. That's not creativity and requires zero imagination. The designer doesn't deserve to get paid a single penny for this crap.
