i think it was copa america 2002. uruguay had five very good penalty takers. they won both the quarter and semis in tirbreaker

I think ti-breaker and extratime rule should be changed with a 30 minutes play of without goalkeeper. It will be super entertaining

anyway 30 minutes may be too long. 5-10 minutes may be reasonsble.
