Default Question regarding grounds

I've been curious about this for quite a long time.

If a ground has ODI status, does that mean it also has First Class status? For instance, Telstra Dome in Melbourne, many ODI's (therefore also List A's) have been played there, but as far as I'm aware, no First Class cricket... Victoria usually play at the junction oval, which can hold First Class matches.

This leads me to my other question, if the Junction Oval can hold First Class matches, could it hold ODI's?

ie. What is ranked higher, a First Class match (in which case Junction Oval COULD hold ODI's) or an ODI (in which case Telstra Dome could hold First Class matches).

If anyone can shed some light I would really appreciate it!
