It is economy rate that is far more important than averages (runs per wicket). It is runs per over that matters

I think the qualification of 300 balls that cricinfo use is too low. Their first-class qualification is 5000 balls, their list a qualification is 2500 balls, but the T20 qualification is 300 balls i.e. 50 overs. If the qualification is 600 balls i.e. 100 overs, then Shakib would head the list. So if you use 50 wickets as a qualification or 600 balls (100 overs) then Shakib is the greatest T20 bowler in history with an average of 16.26

For the record 113 people have taken 50 or more wickets, in case anyone thinks that 50 wickets as a qualification is too high. Also as I mentioned above, he leads the list regardless with a qualification of 100 overs.

I know that's the sad part. What's also depressing is that despite averaging only 16 with the ball, his batting average is less than his bowling average.

40 of these wickets are taken in IPL, County and Internation matches. Only 10 from Bangladeshi domestic cricket, incase anyone thinking about the quality.

And on his economy, his economy is good. 6.53 means that the opposing team would get (0.53 x 20 = 10.6) 120 + 10.6 = 130.6... Not a great score in T20 if all bowlers were Shakib al hasan

He's a legend in the circumstances he has to play under. He will play less tests than Kallis, so stats in that won't be a clear visible indicator. Nor will ODI stats, as South Africa is a run heaven for a player like kallis, and that is his home turf. Shakibs home turf aids his bowling, but his batting stats suffer for it on these difficult low slow pitches.

Shakib has already 3000 runs and 130 wickets , he has still 10-12 years of international cricket

he must target 10000 odi runs + 400 wickets

In ODI's, most definitely, as Bangladesh are being given the chance to play a fair good deal amount of One day international cricket. Anything less than 350 wickets, and 8000 runs, then he hasn't lived up to his potential.
