Bangladeshi wins Rhodes Scholarship
To the best of my knowledge, this is the first instance of a Bangladeshi winning the Rhodes from the United States. (Of course, I might not have been following this for a sufficient number of years to know of any deshi who might have received it many years back.) As many of you may be aware, this ranks a little higher than your usual run-of-the-mill scholarship. From what I remember from my undergraduate years, getting the Rhodes was a BIG BIG deal.
Here is the link from the Harvard Gazette:

Congratulations to the young lad!

To apply from the United States, you do, in fact, have to be a US citizen. My guess is that his parents arrived in this country early enough for him to have become a US citizen in time to apply.

Congratulation to Kazi Rahman! It is indeed very impressive.
However, he is not the first Bangladeshi. There have been many Bangladeshis who were Rhodes Scholars.
You can be a citizen of any country to be considered. One important qualifying factor is to have a strong interest in sports along with academic excelence.
