I don't know what new ruling has been on it, but this rule existed for ages in cricket, but it was always looked upon as a cowardice and non sportsman ship act. Yes, if someone is backing too much, it was customary to warn him at least once before executing it.

Holden's right, this is a new rule. From October non-strikers will not be allowed to back up (or at least being run out if they do).
I’m afraid the old days of sportsmanlike conduct are gone. There’s now a rule for everything...

Rule alwayss existed. You mean it will be viewed more acceptable than before. Means, a change in culture of cricket, rather than making a new Rule.
