Deleting "Temporary Internet Files" and Clearing "History" in should do it. It's in "General" under "Internet Options", if you are using explorer.
Try clearing "Saved Form Information", if you are using firefox.

Only thing I can think of is to "delete off line content". other than that its weird why they will keep coming back (unless u visit them again).
only few things are possible:
1. There are bookmark's for those addresses. It should not happen like that but a possibility.
2. They are saved as "offline content" as stated earlier. so, check "delete offline content" when cleaning files.
3. go to the internet explorer temporary directory and delelete the cookies and files manually after cleaning them using internet option.
4. You are not logged in as an "administrator". the name can be anything, but if u do not have admin previlege, u might not be actually clear it.
can't think of anything else.

It also happened to me and i also use IE, so I suggest to select "delete off line content" while you are doing "delete files".
(and also delete cookies)

The best suggestion is to delete "IE" itself.
Go with FireFox
