3G service launched in Bangladesh
Teletalk's 3G service opens
The Daily Star, October 15, 2012 The government has made much progress in implementing its vision of 'digital Bangladesh', said Prime Minister Sheikh Hasina at the inauguration ceremony of Teletalk's 3G service yesterday. Hasina unveiled the long-awaited 3G service, at the capital's Bangabandhu International Conference Centre, by making a video call to President Zillur Rahman and a school student. Hasina said, with the introduction of 3G, people will get high-speed internet service, which will enhance information and data transfer system. Read More...

VISION 2021
The government is committed to building a country whose citizens are able to live prosperous and happy lives. The year 2021 will mark the golden jubilee of Bangladesh’s independence, while the year 2020 will be the hundredth anniversary of the birth of the father of the nation, Bangabandhu Sheikh Mujibur Rahman. We envision a democratic system where people choose their government freely and get services from it without hassle, enjoy freedom from fear and intolerance, live with dignity; where every citizen is assured of social justice, environmental protection, human rights and equal opportunities; and where the rule of law and good governance flourish. We envision a liberal, progressive and democratic welfare State. Simultaneously we envision a Bangladesh which by 2020/2021, will be a middle income country where poverty will be drastically reduced where, our citizens will be able to meet every basic need and where development will be on fast track, with ever-increasing rates of inclusive growth. Bangladesh as we want to see it in 2021 1. Democracy and effective parliament Democracy and strong democratic institutions will be established for holding reliable election at regular intervals, accountability of government and effective Parliament. All necessary steps will be taken for making Parliament effective. 2. Political framework, decentralization of power & people’s participation Local government will be given due importance with a view to effecting radical change of the political system. The local government institutions will play a critical role in development programmes. Self-reliant local self-government institutions will be established at upazila and zila levels to ensure representative, responsive and functional governance at the grassroots levels. 3. Good governance through establishing rule of law and avoiding political partisanship Human rights will be established on a strong footing with a view to ensuring the rule of law. Independence of the judiciary will be ensured and the institutions of the state and administration will be freed from partisan influence. The basis of appointments and promotions will be merit, efficiency, seniority, honesty and loyalty to the Republic; political connections will have no relevance. 4. Transformation of political culture Terrorism, corruption and use of religion for politics will be eliminated. Steps appropriate to the time will be taken to establish democratic principles in the political parties, transparency of political funding, civility and tolerance. 5. A society free from corruption The institutions of the State will be made more effective along with an independent and strong Anti-corruption Commission for curbing corruption. Social resistance to corruption will be promoted along side legal steps. All possible steps will be taken to stop corruption, such as charter of citizens’ rights, right to information, computerization of official documents, and decentralization of power. Adequate checks at every level of public spending would be built into the financial management system of the government. 6. Empowerment and equal rights for women The Women’s Policy of 1997 will be revived for ensuring equal right and access for women to the state and social space; laws which discriminate against women will be amended and 100 seats will be reserved for women for direct election. 7. Economic development & initiative a. Meeting basic needs: With a view to providing food, clothing, shelter, education and health care to the citizens in accordance with Article 15 of the Constitution, gross domestic product will be raised to 8% by 2013 and 10% by 2021 which will be sustained thereafter. b. Population and labour force: Population in 2021 is estimated at 165m, and labour force at 105m. Programmes will be taken up for employment of at least 85% of the work force. c. Alleviation of poverty: We aim not at reduction of poverty, but removal of poverty, through which we shall try to achieve the Millennium Goals declared by UN by 2015, and by 2017 latest. Beginning in 2021, poverty will be reduced to 15% from 45% now, progressively. Number of poor people will rise from 45 million now to 65m in 2021, and then fall to 25m in 2021. Sustainable safety nets will be established for the extreme poor until poverty is removed. d. Food & nutrition: Food deficiency will be removed and self-reliance in food production achieved by 2012, which will enable us to meet the nutrition needs of 85% of the population. e. Health care: By 2021, a minimum daily intake of 2,122 kilo calories of food, elimination of contagious disease, primary health care and sanitation for all will be ensured. Average longevity will be increased to seventy years, and efforts will be made for the reduction of child and maternal mortality. f. Education: Enrolment at the primary level will be increased to 100% net by 2010. Elimination of illiteracy by 2014, improvement in the quality of education, creation of a generation educated in science and technology, graduation degree level education made free by 2013 and ensuring higher salary for teachers are the other educational goals. g. Industry: A strong foundation for industrialization will be established by 2021. Contribution of the industrial sector to national GDP will be doubled. Primacy will be given to agro and labour intensive industries and the highest emphasis will be given to the information technology sector. The investment policy will be geared to implementing a strategy for attracting both domestic and foreign investment. h. Energy security: An energy policy will be adopted tapping all sources of traditional and non-traditional energy to ensure an accelerated rate of economic development and industrialization. A three year crash programme will be taken up to meet the existing crisis. By 2015, electricity production will be increased to 8,000 megawatt. By 2021, demand for electricity is projected to increase to 20,000 megawatt. We will take all possible actions aiming at enhancing our generation capacity. To increase gas production, regular survey of gas resources and work on well development will be undertaken. To meet energy demand, efforts will be undertaken for regional energy security through mutual cooperation in addition to exploring internal sources. i. Infrastructural development: Road, rail, river and air transport and telecommunication systems will be expanded. Construction of bridges and tunnels for Padma and Karnaphuli rivers, connecting Bangladesh with the Asian highway and Asian railway, improvement of port facilities, building of a deep sea port to open up Bangladesh's ports to countries of Asia will be implemented. In Dhaka, construction of a metro tunnel, elevated rail and circular rail to remove traffic jams and to solve public transport problems will be studied forthwith in order to undertake a feasible project. The project will then be implemented on a priority basis. j. Housing: By 2015, housing for all will be ensured. In every union and upazila, ‘growth center’ centric village housing and in towns housing with modern amenities will be implemented. k. Environment: All measures will be taken to protect Bangladesh, including planned migration abroad, from the adverse effects of climate change and global warming. Facing natural calamities, planned reduction of air pollution, prevention of industry and transport related air pollution and disposal of waste in scientific manner will be ensured. Steps will be taken to make Bangladesh an ecologically attractive place through retention of forests and water bodies and prevention of river erosion. l. Water resources: Bangladesh Awami League will take the initiative to formulate a comprehensive regional water policy along with India, Nepal and Bhutan for regional water security. In addition, in keeping with a comprehensive water policy, articulated earlier by Bangladesh Awami League, measures will be taken for development of our water resources and their rational use. 8. Bangladesh in the global arena a. Achievements of liberation: Multi-pronged measures will be taken to uphold the glorious history and the fruits of our national independence and liberation, to energize the new generation with the spirit of liberation, struggle, patriotism and love for humanity. Highest priority will be given to the development of an innovative spirit in the younger generations and opportunity will be provided for them to participate in nation building activities. b. Culture: Measures will be taken to remove obstacles in the development of Bengali culture, literature, art, music and sport and to provide all opportunities by the state to enable the younger generations to attain international standards and to contribute to the nation. c. Foreign policy: In international affairs Bangladesh will follow the policy of ‘friendship towards all and malice towards none’.

The use of information and communication technology has been playing a vital role in the 21st century due to globalization and the government is encouraged to adapting with the coming future. The democratic government has declared the “Vision 2021” in the election manifesto which targets establishment of a resourceful and modern country by 2021 through effective use of information and communication technology-a "Digital Bangladesh". “Digital Bangladesh” does not only mean the broad use of computers, perhaps it means the modern philosophy of effective and useful use of technology in terms of implementing the promises in education, health, job placement, poverty reduction etc. Therefore, the government underscores a changing attitude, positive thinking and innovative ideas for the success of “Digital Bangladesh”. The philosophy of “Digital Bangladesh” comprises ensuring people’s democracy and rights, transparency, accountability, establishing justice and ensuring delivery of government services in each door through maximum use of technology-with the ultimate goal to improve the daily lifestyle of general people. Government’s “Digital Bangladesh” includes all classes of people and does not discriminate people in terms of technology. Hence, government have emphasized on the four elements of “Digital Bangladesh Vision” which are human resource development, people involvement, civil services and use of information technology in business. ডিজিটাল বাংলাদেশ ও ই-গভর্ন্যান্স প্রশিক্ষণ কর্মশালা উদ্বোধন অনুষ্ঠান ভাষণ মাননীয় প্রধানমন্ত্রী শেখ হাসিনা ঢাকা, শনিবার, ১৬ কার্তিক ১৪১৬, ৩১ অক্টোবর ২০০৯ অনুষ্ঠানের সভাপতি সহকর্মীবৃন্দ, অংশগ্রহণকারী উপজেলা নির্বাহী কর্মকর্তাগণ, সম্মানিত অতিথিবৃন্দ। আসসালামু আলাইকুম। ডিজিটাল বাংলাদেশ ও ই-গভর্ন্যান্স প্রশিক্ষণের উদ্বোধন অনুষ্ঠানে উপস্থিত সবাইকে আন্তরিক শুভেচ্ছা জানাচ্ছি। প্রধানমন্ত্রীর কার্যালয়ের Access to Information প্রকল্পের অধীনে যে বিষয়ে আপনাদের প্রশিক্ষণ শুরু হতে যাচ্ছে সেটি ব্যক্তিগতভাবে আমার অত্যন্ত প্রিয় বিষয়। আমি বিশ্বাস করি, একবিংশ শতাব্দীতে বিশ্বায়নের এই সময়ে এবং সামনের দিনগুলোতে বিশ্বের সঙ্গে তাল মিলিয়ে চলতে হলে ব্যাপকভাবে তথ্য ও যোগাযোগ প্রযুক্তির ব্যবহারের কোন বিকল্প নেই। আগামী ২০২১ সালে স্বাধীনতার সুবর্ণ জয়ন্তী পালিত হবে। ২০২০ সালে সর্বকালের সর্বশ্রেষ্ঠ বাঙালি, জাতির জনক বঙ্গবন্ধু শেখ মুজিবুর রহমানের জন্মশতবার্ষিকী। এ সময়ের মধ্যে আমরা দেশ থেকে দারিদ্র্য, ক্ষুধা, অশিক্ষা দূর করে সোনার বাংলা প্রতিষ্ঠা করে জাতির জনকের স্বপ্ন পূরণ করব ইনশাআল্লাহ। এ জন্যই আমরা এবারের নির্বাচনী ইশতেহারে ভিশন ২০২১ ঘোষণা করেছি। আমরা একটি ডিজিটাল বাংলাদেশ গড়তে চাই। তথ্য ও যোগাযোগ প্রযুক্তির যথাযথ ব্যবহার করে ২০২১ সালের মধ্যে আমরা বাংলাদেশকে একটি সমৃদ্ধ, আধুনিক ও কল্যাণরাষ্ট্র হিসেবে প্রতিষ্ঠিত করতে চাই। সুধিমন্ডলী, আমাদের ঘোষিত ডিজিটাল বাংলাদেশ সম্পর্কে দু-একটি কথা বলতে চাই। অনেকের এ সম্পর্কে ভুল ধারনা রয়েছে। ডিজিটাল বাংলাদেশ মানে শুধু সর্বত্র কম্পিউটার ব্যবহার নয়। ডিজিটাল বাংলাদেশ হচ্ছে শিক্ষা, স্বাস্থ্য, কর্মসংস্থান, দারিদ্র্য বিমোচনসহ সকল প্রতিশ্রুতি বাস্তবায়নে প্রযুক্তির লাগসই প্রয়োগের একটি আধুনিক দর্শন। এজন্য সবার আগে প্রয়োজন মানসিকতার পরিবর্তন, ইতিবাচক চিন্তার বিকাশ, উদ্ভাবনী ক্ষমতার প্রয়োগ। ডিজিটাল বাংলাদেশ দর্শনের মূল বিষয় হচ্ছে প্রযুক্তির সর্বোত্তম ব্যবহারের মাধ্যমে জনগণের ক্ষমতায়ন নিশ্চিত করা, সর্বত্র স্বচ্ছতা ও জবাবদিহিতা নিশ্চিত করা, সুশাসন প্রতিষ্ঠা করা এবং সর্বোপরি সরকারি সেবাকে জনগণের দোরগোড়ায় নিয়ে যাওয়া। এসব কাজের একটিই লক্ষ্য। তাহল - সাধারণ মানুষের দৈনন্দিন জীবনমানের উন্নয়ন করা। আমাদের ডিজিটাল বাংলাদেশ হবে ধনী-গরীব, শিক্ষিত-অশিক্ষিত নির্বিশেষে দেশের সকল নাগরিকের এবং এখানে কোন ‘প্রযুক্তি বিভেদ' থাকবে না। এজন্য আমরা ডিজিটাল বাংলাদেশ ভিশনের চারটি উপাদানকে অগ্রাধিকার হিসেবে চিহ্নিত করেছি। এগুলো হচ্ছে: মানবসম্পদ উন্নয়ন, জনগণের সংযুক্তি, জনগণের সেবা এবং ব্যবসা-বাণিজ্যে তথ্য প্রযুক্তির ব্যবহার। সুধিবৃন্দ, আমরা জানি শিক্ষার হার না বাড়ালে ডিজিটাল বাংলাদেশের প্রতিষ্ঠার লক্ষ্য অর্জন সম্ভব না। এজন্য ২০১০ সালের মধ্যে প্রাথমিক বিদ্যালয়ে ১০০ শতাংশ ভর্তি নিশ্চিত করার পরিকল্পনা নেওয়া হয়েছে। ২০১৪ সালের দেশকে সম্পূর্ণ নিরক্ষরতামুক্ত করা হবে। চলতি বছর থেকে আমরা মাধ্যমিক পর্যায়ে বিনামূল্যে বই বিতরণ শুরু করতে যাচ্ছি। সরকারি মাধ্যমিক শিক্ষা প্রতিষ্ঠানে কম্পিউটার ল্যাব স্থাপন করার উদ্যোগ নেওয়া হয়েছে। অদূর ভবিষ্যতে এর আওতা বৃদ্ধি করে সকল শিক্ষা প্রতিষ্ঠানে কম্পিউটার ল্যাব স্থাপন করা হবে যাতে আমাদের সন্তানরা প্রযুক্তির সুবিধা শুরু থেকেই পেতে পারে। সুধিবৃন্দ, সরকারি প্রতিষ্ঠানে স্বচ্ছতা, জবাবদিহিতা আনায়ন এবং কাজের গতি বাড়ানোর জন্য তথ্য প্রযুক্তির ব্যবহার শুরু হয়েছে। আমরা গোটা প্রশাসনযন্ত্রকে ই-গভর্ন্যান্সের আওতায় আনতে চাই। ইতোমধ্যে কয়েকটি মন্ত্রণালয়ে দ্রুততার সাথে এ কাজ চলছে। আইন-মন্ত্রণালয় প্রচলিত আইনগুলো হালনাগাদ করে ‘বাংলাদেশ কোড এবং ল'জ অব বাংলাদেশ' ওয়েবসাইট খুলেছে। ভূমি মন্ত্রণালয়ের অধীনে ভূমি রেকর্ড ডিজিটাইজড করা হচ্ছে। আপনারা জানেন, দেশের বেশির ভাগ মামলা-মোকর্দ্দমার মূল কারণ জমিজমা-সংক্রান্ত্র বিরোধ। দুর্নীতির সুযোগও এখানে বেশি। কিন্তু একবার ডিজিটাইজড হয়ে গেলে কেউ সহজে আর রেকর্ডের জালিয়াতি করতে পারবে না। আমদানি-রপ্তানি কার্যক্রমে স্বচ্ছতা আনায়ন ও গতিশীল করার লক্ষ্যে ইতোমধ্যে চট্টগ্রাম ও ঢাকা কাস্টমস হাউসকে অটোমেশনের আওতায় আনা হয়েছে। আমার জানামতে সবগুলো মন্ত্রণালয়ের এবং বিভাগের ওয়েবসাইট আছে। কিন্তু শুধু ওয়েবসাইট থাকলেই চলবে না। সবাইকে আহবান জানাব আপনারা নিয়মিত ওয়েবসাইটগুলো আপডেট করুন। আমরা সিদ্ধান্ত নিয়েছি অচিরেই সরকারি প্রতিষ্ঠানগুলোর জন্য ই-টেন্ডার পদ্ধতি চালু করব। আমার বিশ্বাস, এটা চালু করলে টেন্ডারবাজি চিরতরে বন্ধ হয়ে যাবে। আমাদের সরকার স্বচ্ছতা ও জবাবদিহিতায় বিশ্বাসী। জনগণের সর্বোচ্চ সেবার জন্য আমরা যা যা প্রয়োজন সবকিছু করব। তথ্য প্রাপ্তি সহজলভ্য করার জন্য আমরা তথ্য অধিকার আইন পাশ করেছি। এর ফলে প্রতিটি অফিস-আদালত জনগণের চাহিদা অনুযায়ী তথ্য দিতে বাধ্য থাকবে। সুধিমন্ডলী, ডিজিটাল বাংলাদেশে সকল তথ্যে ও তথ্য প্রযুক্তিতে জনগণের প্রবেশাধিকার থাকবে। পাশাপাশি সিংহভাগ জনগণ যাতে প্রযুক্তি ব্যবহার করে জীবন-জীবিকা ভিত্তিক তথ্য ও সেবা পেতে পারে এজন্য ইউনিয়ন পরিষদ কার্যালয়ে ইউনিয়ন তথ্য সেবা কেন্দ্র (ইউআইএসসি) প্রতিষ্ঠা করা হচ্ছে। ইতোমধ্যে ৩০টি ইউনিয়নে এ তথ্য কেন্দ্র কার্যক্রম শুরু হয়েছে। আরও এক হাজার তথ্য কেন্দ্রের কাজ চলছে। এসব কেন্দ্র শুধু শিক্ষিত জনগোষ্ঠীর জন্য নয়, বরং শিক্ষাবঞ্চিত জনগণের জন্য অডিও-ভিডিও ও ছবি ব্যবহারের মাধ্যমে তথ্য প্রযুক্তির সুবিধা দেওয়ার ব্যবস্থা থাকবে। বেশ কিছু বেসরকারি উদ্যোক্তাও এজাতীয় গণতথ্যকেন্দ্র চালু করেছে। যা তথ্যে প্রবেশাধিকার নিশ্চিত করার কাজকে আরও সহজ করবে। তবে, ডিজিটাল বাংলাদেশের সকল উদ্যোগ কেবলমাত্র কম্পিউটার কেন্দ্রিক নয়। যে সকল প্রযুক্তি ইতোমধ্যেই জনগণের মাঝে জায়গা করে নিয়েছে - যেমন মোবাইল ফোন, রেডিও, টেলিভিশন ইত্যাদি - এ ধরনের সকল মাধ্যমের সর্বোত্তম ব্যবহারও নিশ্চিত করা হবে। বিশেষ করে মোবাইল ফোন ব্যবহার করে সরকারি সেবা বিতরণে গুরুত্ব দেওয়া হচ্ছে। মোবাইল ভিত্তিক ও অনলাইন লেনদেন ব্যবস্থা চালুর লক্ষ্যে বাংলাদেশ ব্যাংক কাজ করছে। অচিরেই এই প্রযুক্তি ব্যবহার করে সরকারি লেনদেন ব্যবস্থা সহজীকরণ ও স্বচ্ছতা আনয়ন করা সম্ভব হবে। প্রিয় উপজেলা নির্বাহী কর্মকর্তাবৃন্দ, আপনারা প্রশাসনের মাঠ পর্যায়ে সরকারের প্রতিনিধিত্ব করেন। সরকারের কর্মসূচি বাস্তবায়ন করেন। সাধারণ মানুষকে প্রতিনিয়ত নানা সমস্যা নিয়ে বিভিন্ন দপ্তরে যেতে হয়। তাঁরা অনেকক্ষেত্রে প্রশাসনের কাছে পৌঁছতে পারে না। তাই প্রযুক্তি সহজলভ্যকরণ ও প্রযুক্তিতে প্রবেশাধিকার নিশ্চিত করে আমরা এমন একটি বাংলাদেশ গড়তে চাই, যেখানে জনগণ থাকবে চালকের আসনে, প্রশাসনের লক্ষ্য হবে জনসেবা। প্রশাসনের সেবাসমূহ জনগণের সুবিধা অনুযায়ী, কম খরচে, দ্রুততার সঙ্গে ও স্বচ্ছ প্রক্রিয়ায় পৌঁছে দেওয়ার জন্য প্রযুক্তির ব্যবহার হবে ডিজিটাল বাংলাদেশের একটি গুরুত্বপূর্ণ লক্ষ্য। এ লক্ষ্যে প্রতিটি মন্ত্রণালয়ের অধীনে কমপক্ষে একটি করে তথ্য প্রযুক্তিনির্ভর সেবা কার্যক্রম বাস্তবায়নের কাজ এগিয়ে চলেছে। বেশ কিছু সেবা এই ব্যবস্থার আওতায় এসেছে। যেমন, এখন মোবাইল ফোনের মাধ্যমে ট্রেনের আসন বিষয়ক তথ্য জানা যায়। শীঘ্রই মোবাইলের মাধ্যমে যাতে টিকেট কিনতে পারা যায় সে কাজ চলছে। কৃষি, স্বাস্থ্য ও পরিসেবা খাতে স্বল্প পরিসরে হলেও সরকারি ও বেসরকারি পর্যায়ে ই-সেবা দেওয়া শুরু হয়েছে। প্রতিটি উপজেলা স্বাস্থ্য কেন্দ্রে মোবাইল ফোন দেওয়া হয়েছে যাতে জনগণ সহজে জরুরি চিকিৎসা পরামর্শ পেতে পারেন। এছাড়া সরকারি উদ্যোগের পাশাপাশি জনগণের কাছে কৃষি তথ্য ও সাধারণ স্বাস্থ্যসেবা পৌঁছে দিতে মোবাইল সেবাদাতা প্রতিষ্ঠান ও উন্নয়ন সহযোগীসহ বিভিন্ন প্রতিষ্ঠান কাজ করেছে। দেশে ইতোমধ্যে টেলিমেডিসিনের কার্যক্রম শুরু হয়েছে। আমরা মনে করি ই-গভর্ন্যান্স কার্যকরভাবে চালু করতে হলে নীতিনির্ধারক পর্যায়ে পরিকল্পনা প্রণয়ন ও দক্ষতা বিকাশের জন্য প্রশিক্ষণের বিকল্প নেই। প্রধানমন্ত্রীর কার্যালয়ের ই-গভর্ন্যান্স সেল ও একসেস টু ইনফরমেশন প্রকল্পের আওতায় সকল মন্ত্রণালয়ের কর্মকর্তাদের ই-গর্ভন্যান্স বিষয়ে প্রশিক্ষণ দেওয়া হচ্ছে। জেলা প্রশাসকদেরও এ বিষয়ে প্রশিক্ষণ দেওয়া হয়েছে। এবার আপনাদের অর্থাৎ মাঠ প্রশাসনের কর্মকর্তাদেরও প্রশিক্ষণ দেওয়া হচ্ছে। আপনারা প্রশিক্ষণ শেষে ফিরে গিয়ে জনগণের দোরগোড়ায় কীভাবে সহজে সেবা পৌঁছে দেওয়া যায় সে ব্যাপারে কার্যকর উদ্যোগ নিবেন - এটাই আমার প্রত্যাশা। প্রিয় উপজেলা নির্বাহী কর্মকর্তাবৃন্দ, সরকারের দায়িত্বভার নেওয়ার পর আমাদেরকে নানা প্রতিকূলতার মধ্যে দিয়ে বিগত ১০ মাস অতিক্রম করতে হয়েছে। পিলখানায় বিডিআর হত্যাকান্ড, দেশের দক্ষিণাঞ্চলে ঘূর্ণিঝড় আইলার আঘাত, প্রশাসনে অব্যবস্থাপনা ও স্থবিরতা, বিদ্যুত উৎপাদনে পর্বতপ্রমাণ ঘাটতি ইত্যাদি নানা প্রতিকূলতা আমাদের মোকাবিলা করতে হয়েছে। আল্লাহর অশেষ রহমতে আমরা এসব সমস্যা সমাধান করতে সক্ষম হয়েছি। বিগত সরকার দুটির রেখে যাওয়া আকাশচুম্বী দ্রব্যমূল্য সাধারণ মানুষের ক্রয়ক্ষমতার মধ্যে এনেছি। উৎপাদন বৃদ্ধি ও লোড ম্যানেজম্যান্টের মাধ্যমে বিদ্যুত পরিস্থিতির উন্নতি হয়েছে, আইন-শৃঙ্খলা পরিস্থিতিও অতীতের যে কোন সময়ের চেয়ে এখন ভাল। সামনের দিনগুলোতেও সাধারণ মানুষের জীবনমান উন্নয়নে আমাদের আরও কঠোর পরিশ্রম করে যেতে হবে। মাঠ প্রশাসনের কর্মী হিসেবে আপনাদের সাফল্যের উপরই নির্ভর করছে সরকারের সাফল্য, মানুষের ভাগ্যোন্নয়ন। আমি বিশ্বাস করি, যে জাতি ভাষার জন্য রক্ত দিতে পারে, যে জাতি স্বাধীনতার জন্য ত্রিশ লাখ প্রাণ বিসর্জন দেয়, যে জাতি গণতন্ত্রের জন্য রাজপথ রঞ্জিত করে, সে জাতির জন্য ‘ডিজিটাল বাংলাদেশ গড়ার' লক্ষ্যমাত্রা অর্জন অসম্ভব হতে পারে না। আমরা সেই বীর জনগণের ম্যান্ডেট নিয়ে, সকলের অংশগ্রহণের মাধ্যমে আমাদের মহান স্বাধীনতার সুবর্ণ জয়ন্তীতে ২০২১ সালে একটি দারিদ্র্যমুক্ত, সমৃদ্ধ ও অত্যাধুনিক বাংলাদেশ - তথা সর্বকালের সর্বশ্রেষ্ঠ বাঙালি ও জাতির জনক বঙ্গবন্ধু শেখ মুজিবুর রহমানের আজীবনের লালিত স্বপ্ন ‘সোনার বাংলা' প্রতিষ্ঠা করবই। এ কাজে আমি আপনাদের সর্বাত্মক সহযোগিতা চাই। আপনাদের সবার মঙ্গল কামনা করে আমি প্রশিক্ষণ কর্মসূচির শুভ উদ্বোধন ঘোষণা করছি। খোদা হাফেজ। জয় বাংলা, জয় বঙ্গবন্ধু। বাংলাদেশ চিরজীবী হোক। ......

You losers can argue all you want...all I know is I can now stream wonderful videos on my phone/iPad at a much cheaper rate than Banglalion/Qubee etc etc That's progress as far as I'm concerned. Arr BNP aashle, let them bring on 4G and if the relevant minister pockets $50mil so be it. Oh and can we get over the corruption already...it's really boring. It's not just Hasina/Khaleda/govt officers...it's every single person. It's the f-ing CNG guy, it's my driver, it's the guy I buy my groceries from, the guy who I buy construction material from, it's the so called shushil shomaj, it's the media and it's me. Enough with the scapegoating of Khaleda/Hasina. They didn't tell everyone in this country to become a chor, they didn't tell Bangladeshis living in the middle east to become scammers or kill their colleagues and then get executed for it.

Seriously I have nothing but optimism for the future, of course we all have our preferences on who we want to run the country, and our personal biases will shine through from time to time, but we have a young population...One that is innovative, one that is starting to show ingenuity and real entrepreneurship skills, not to mention one that feels something for this country. This dirt poor country is providing doctors, engineers, business students(DMCH - woop, woop!!!, BUET, DU-IBA) with the very best in education at what price? Next to nothing.... I know we bitch about the standards, but we are then getting accepted into post grad programs at the best universities overseas, so our basics must be right? Some of these brilliant minds are coming back home, and some wish to come back. I know there are a million areas to improve on, and things are frustrating as hell a lot of the times, but I remain bullish about our future. 1970 - we had 500,000 ppl killed in one of the worst natural disasters ever... 1971 - we gained independence at a great cost, and then the carry over effects of the natural disaster, war + destruction of all infrastructure led to famine. Period of instability and then military dictators...I'm ignoring the devastation of the 91 cyclone and other major incidents, but we've had to deal with more than our fair share of calamity/bad luck and evil. Yet look where we are....Too often we get bogged down in the negatives, eita nai keno, how about appreciating what we have? I'm not saying we should 'settle' - but we need to recognize the hand we were dealt. Bangladesh
