বিতর্কিত গঠনতন্ত্রে আরও ক্লাবশাসিত বিসিবি!

বিসিবির গঠনতন্ত্রের সংশোধনী অনুমোদিত হতে হয় সাধারণ পরিষদে। সেটা না করেই সম্পূর্ণ অগণতান্ত্রিকভাবে দেড় মাসের মধ্যে দ্বিতীয়বারের মতো সংশোধন করা হলো গঠনতন্ত্র। সেই সংশোধিত গঠনতন্ত্রে আবার এমন সব পরিবর্তন আনা হয়েছে, যা আইসিসির নির্দেশনা এবং ক্রিকেটে গণতন্ত্রচর্চারও পরিপন্থী।
সব কাউন্সিলরের ভোটে নির্বাচিত হওয়ার বদলে বোর্ড সভাপতি নির্বাচিত হবেন শুধু পরিচালকদের ভোটে—এই বিতর্কিত ধারার চেয়েও পরিবর্তিত গঠনতন্ত্রে সবচেয়ে বিস্ময়কর সংযোজন হলো, ঢাকা প্রিমিয়ার লিগে সুপার লিগের দলগুলো থেকে দুজন করে কাউন্সিলর থাকার বিধান। টেস্ট খেলুড়ে কোনো দেশে শুধু ৫০ ওভারের একটি টুর্নামেন্ট খেলে, এমন ক্লাবগুলোর এতটা গুরুত্বপূর্ণ হয়ে ওঠার উদাহরণ ক্রিকেট ইতিহাসে আর নেই। অনুমিতভাবেই ক্রিকেটাঙ্গনে এ নিয়ে ক্ষুব্ধ প্রতিক্রিয়া দেখা দিয়েছে। বিতর্কিত এই সংশোধনীকে চ্যালেঞ্জ জানিয়ে অনেকে আদালতের শরণাপন্ন হওয়ার কথাও ভাবতে শুরু করেছেন বলে জানা গেছে নানা সূত্রে।
বিসিবির গঠনতন্ত্র সংশোধন নিয়ে গত দুই-আড়াই বছরে কম আলোচনা হয়নি। এ নিয়ে দীর্ঘদিন কাজ করার পর সাধারণ পরিষদের অনুমোদন নিয়ে প্রস্তাবিত সংশোধনী পাঠানো হয় জাতীয় ক্রীড়া পরিষদে (এনএসসি)। গত ২১ অক্টোবর প্রস্তাবিত সংশোধনীতে কিছু পরিবর্তন-পরিবর্ধন করে বিসিবিকে সেগুলো গঠনতন্ত্রে অন্তর্ভুক্ত করার নির্দেশ দেয় এনএসসি। অন্যান্য পরিবর্তনকে স্বাগত জানানো হলেও পরিচালনা পর্ষদে একজনের জায়গায় তিনজন সরকারি প্রতিনিধি রাখার সিদ্ধান্তটি মেনে নিতে পারেনি পরিচালনা পর্ষদ। নতুন বোর্ড সভাপতি নাজমুল হাসানও তখন ইঙ্গিত দিয়েছিলেন, আইসিসির নির্দেশনার পরিপন্থী বলে বিষয়টি পুনর্বিবেচনার জন্য তাঁরা এনএসসিকে অনুরোধ করবেন।
মজার ব্যাপার হলো, দ্বিতীয়বার সংশোধিত হয়ে আসা গঠনতন্ত্রে সবার অগোচরে কয়েকটি বিতর্কিত পরিবর্তন যোগ হয়ে গেলেও সরকারি প্রতিনিধির সংখ্যা তিনজনই রয়ে গেছে। পরিবর্তন বলতে ক্রীড়া মন্ত্রণালয়ের পরিবর্তে প্রতিনিধিদের মনোনয়ন দেবে এনএসসি।
গঠনতন্ত্রে শেষ পর্যন্ত যেসব পরিবর্তন আনা হয়েছে, সাধারণ পরিষদ দূরে থাক, সেগুলো নিয়ে আলোচনা হয়নি বিসিবির পরিচালনা পর্ষদেও। গঠনতন্ত্রের অনেক সম্ভাব্য পরিবর্তন নিয়ে বিভিন্ন মহলে আলোচনা হলেও এই বিষয়গুলোর কথা কোথাও শোনা যায়নি। এ ব্যাপারে সম্পূর্ণ অন্ধকারে ছিল বিসিবির বিগত গঠনতন্ত্র সংশোধনী কমিটিও। বর্তমান অ্যাডহক কমিটিতেও আছেন, আবার সর্বশেষ পরিচালনা পর্ষদেও ছিলেন, এমন একাধিক বোর্ড কর্মকর্তার সঙ্গে কথা বলে জানা গেছে, এসব পরিবর্তন সম্পর্কে তাঁরা কিছুই জানতেন না। নাম প্রকাশে অনিচ্ছুক এক কর্মকর্তার অভিযোগ, নতুন বোর্ড সভাপতি নাজমুল হাসান এককভাবেই এসব পরিবর্তন এনেছেন। তাঁর প্রভাবের কারণে জাতীয় ক্রীড়া পরিষদ বা ক্রীড়ামন্ত্রী এটি অনুমোদন করে দিতে বাধ্য হয়েছেন। এ ব্যাপারে কাল বিসিবি সভাপতির মন্তব্য জানার জন্য মুঠোফোনে অনেক চেষ্টা করেও তাঁকে ধরা যায়নি।
আ হ ম মুস্তফা কামাল আইসিসির সহসভাপতি নির্বাচিত হওয়ায় তাঁকে বিসিবির সভাপতির পদ ছাড়তে হবে—এটি নিশ্চিত হওয়ার পরই ঢাকা প্রিমিয়ার লিগের শীর্ষস্থানীয় ক্লাবগুলো নাজমুল হাসানকে সভাপতি হিসেবে মনোনয়ন দেওয়ার দাবি তোলে। গঠনতন্ত্রে পরিবর্তন এনে নাজমুল হাসান সেটিরই প্রতিদান দিচ্ছেন বলে মনে করছেন অনেকে। বাংলাদেশের ক্রিকেটকে আরও ক্লাবশাসিত করার এই চেষ্টা আঞ্চলিক ক্রিকেট সংস্থা গঠনের ধারণারও পরিপন্থী। ২০০৮ সালের গঠনতন্ত্র অনুযায়ী জেলার কাউন্সিলর হিসেবে নিজ নিজ জেলা ক্রীড়া সংস্থার সদস্যদের আনার যে বাধ্যবাধকতা ছিল, উঠিয়ে দেওয়া হয়েছে সেটিও। এখন ক্রিকেটীয় সংশ্লিষ্টতা থাকলে যে কেউ যেকোনো জেলা থেকে বিসিবির সদস্য হয়ে যেতে পারবেন। সব মিলিয়ে বিকেন্দ্রীকরণের বদলে ক্ষমতা আরও ঢাকায় কেন্দ্রীভূত করার রাস্তাই খুলে দেওয়া হয়েছে।
প্রথম সংশোধনী অনুযায়ী বোর্ড সভাপতির নির্বাচিত হওয়ার কথা সাধারণ পরিষদের সদস্যদের ভোটে। নতুন সংশোধনীতে এই ভোটে ভোটার হবেন শুধু পরিচালকেরা। এ ছাড়া উঠিয়ে দেওয়া হয়েছে সিনিয়র সহসভাপতির পদও।
গঠনতন্ত্র সংশোধনীর প্রক্রিয়া এবং আনীত সংশোধনীগুলোর কঠোর সমালোচনা করেছেন বিসিবির সাবেক পরিচালক ও বিগত গঠনতন্ত্র সংশোধনী কমিটির প্রধান দেওয়ান শফিউল আরেফিন। কাল তাঁর সঙ্গে মুঠোফোনে যোগাযোগ করা হলে তিনি বলেন, ‘পত্রিকায় পড়েছি, বিসিবির গঠনতন্ত্র আবারও সংশোধন করা হয়েছে। কিন্তু সংশোধনী সাধারণ পরিষদে পাস হয়ে এনএসসিতে যেতে হয়। এসব সংশোধনী সাধারণ পরিষদ বা বোর্ড সভায়ও আলোচনা হয়নি। আমরা জানিই না কোন প্রক্রিয়ায় এটা হলো!’ সংশোধনীগুলোর সমালোচনা করে তিনি বলেছেন, ‘এতে করে দেশের ক্রিকেটে বিশৃঙ্খল পরিস্থিতি সৃষ্টির আশঙ্কা তৈরি হয়েছে। আপনি যখন একটা জেলার কাউন্সিলর হিসেবে অন্য একটি জেলা থেকে কাউকে দিয়ে দেবেন, তখন সংশ্লিষ্ট জেলা ক্রীড়া সংস্থা তার বিরুদ্ধাচরণ করতে পারে।’ সুপার লিগের ক্লাবগুলো থেকে দুজন করে কাউন্সিলর দেওয়ার ব্যাপারটিও মেনে নিতে পারছেন না তিনি, ‘ক্রিকেটকে তৃণমূল পর্যায়ে ছড়িয়ে দিতে জেলা আর বিভাগকেই বেশি অবদান রাখতে হবে। একটা জেলা বা বিভাগীয় ক্রীড়া সংস্থা বয়সভিত্তিক পর্যায় থেকে জাতীয় পর্যায় পর্যন্ত অসংখ্য প্রতিযোগিতা আয়োজন করে। ক্লাবগুলো সেসবে অংশ নেয় মাত্র। তাহলে কোনো ক্লাবের কাউন্সিলর সংখ্যা জেলা বা বিভাগ থেকে বেশি হয় কীভাবে?’ শফিউল আরেফিন প্রশ্ন তুলেছেন সভাপতি নির্বাচন-প্রক্রিয়া নিয়েও, ‘বোর্ড সভাপতি মানে সারা দেশের ক্রিকেটের সভাপতি। তাঁর সারা দেশের কাউন্সিলরদের ভোটে নির্বাচিত হয়ে আসাই যুক্তিযুক্ত।’
মাঠের ক্রিকেটে যখন খেলোয়াড়েরা প্রতিনিয়তই নতুন দিনের গান শোনাচ্ছেন, তখন মাঠের বাইরের ক্রিকেটে এই অগণতান্ত্রিক চর্চা একটা প্রশ্নই বড় করে তুলছে—ক্রিকেট উন্নয়নের প্রতিবন্ধক ক্রিকেট কর্মকর্তারাই নন তো?

I am not dissapointed as I knew this guy was a crook from the very start. Even his face looks like a shifty villains. His words and actions never matche from the start, throwing his name in from nowhere just when things were looking up for Saber, urged on by the Dhaka clubs, dumping all the blame on kamal about the pak tour to the media and still agreeing to tour the country. I even mentioned it in an earlier post that this guy is just a puppet head for the clubs and he is just an opportunistic politician, so you guys were dreaming things like decentralization and i wrote that in my earlier post. He is a politician through and through. The fact he is educated makes him even more dangerous.

Exactly! Unfortunately the likes of Papon along with Tutul and Co. will never let that happen. Tutul Co. and the clubs knew that Saber wouldnt give them too much leeway and so effectively stopped him from becoming the president by inviting Papon to take up the job. And now that he is in power, he is using all his influence to consolidate his position by surrounding himself with a group of his chamchas who will help him win if there is an election. I heard Saber was ready to take the job but the moment he knew Papon was his competitor he gave up straightaway as he knew to go up against Papon would be useless.

reading at the report it is apparent- tutul and bcb prez are not in the same page.....less power for district councilors is not good for tutul since thats where his power lies...where as more power for dhaka club is not welcome...but its not surprising at all..if you look that most of the influential bcb organizers belong to any of the many clubs and to make more sense papon was dhaka clubs preferred choice..

I dont see a problem in having councellors from DPL super league team. The reason is simple. BD cricket unlike any other test playing nation, has always been Dhaka centric. All the best cricketers from all over the country plays in DPL which is unlike any other cricketing nations.
And before BPL came, DPL used to be the main source of income for cricketers and not NCL. Anyone remember Abahoni Mohameddan? infact even today DPL generates more enthusiasm than NCL ever did...
I agree with the rest of the article except the above point...

So remain in the past permanently and they will never allow NCL to be more important than DPL... If you are ok with that then ok. But most of the people want regional boards to be more powerful and NCL to be more important and dominant than DPL.

DPL is not really Dhaka divisional premier league, it is THE only league in Bangladesh. Infact the games in DPL are more competetive and professionally played than NCL.
It is not about remaining in past, a country must first have proper leagues in each division and based on that players should get selected to their divisional side. Unfortunately there is no such arrangement in place. Infact players in each division is placed there by the national selectors !! how is that normal?? Beside Rajshahi, none of the divisional cricket team is professionally maintained... So how do you expect to have concellors from divisional team when they dont have any enthusiasm for their own team??
Also DPL is effectively Bangladesh Premier League (50 over version)..

I really don't get your point. Unless BCB gets out of their grip, how do you think the power to shift to the regions?? So yes as long as you remain in their grip, you will remain in the past.

Simple point really, you cannot hire people who never played any role in proper management or development of cricket in bangladesh simply because they are from a certain region. Of course you can develop these admins for future and may be have them as councellors in couple of years time when they have proven their ability to manage the divisional team.

Few days ago I red in a newspaper that Saber Hossain will compete for the post. There is very much chance that he may win. So some engineering is going on to make the things vulnerable?

This Papon guy is using his political power to become a autocratic president . He abolished the senior VP position to solidify his power. He want unscrupulous person like Monjue Kader of Sk. Jamal as councellor . He is a crook person no doubt . We want clean person like Saber bhai.

Saber is definitely better but it's too much to expect that he is a clean person as after all he is a politician in Bangladesh. But he isn't someone who will only take, he will also try to give back. With Papon and the others its only taking. Saber is a visionary and will improve the BCB for sure.
That's the only difference. All delhi politicians are crooks, sOme are lesser crooks than others. So for us Saber is the best choice as falls in the less corrupted category. I hope he gets the post but I doubt Papon will let him.

There hasn't been any allegation or even any suspicion of corruption from Saber Chowdhury. Just because he is a politician, doesn't mean he is corrupted by default. He is a respected member at BC and visits the forum once in a while. We should refrain from using such language towards him

I wasn't saying anything bad. Infact I was praising him. I m pretty sure if he did read my post he would take it with a grain of salt and be amused as it really is hard to believe that a Bangladesh polician is a saint. I do respect him immensely for what he has done for us and might still do if given the chance but Politics is dirty in almost all countries, in the subcontinent even more so. I mean look here at Julia Gillard, I don't think she is completely clean. When you enter politics you gotta get your hands dirty in some way or the other.
