When can I add a picture with my post?

Is there a restriction about adding pictures? If yes, when would I achieve the privilege? If not, how can I add a picture with my post?

Currently attachments are limited to Staff, Mods and Admins. Regular users are not allowed to attach.

And then use the 2nd code they provide there to make the images show up in the forum. Just paste the code as is. It'll look like this (except for the \ that shows here):
