The ICC has announced it will carry out a complete constitutional review of the changes brought about by the "Big Three" takeover in 2014. Moves have already begun to dismantle the system of governance proposed by the BCCI, ECB and CA two years ago, with confirmation of the expected change to make the ICC chairman an independent position.
The outcomes from the ICC board meeting on Wednesday also included removing permanent positions for India, England and Australia on the Executive Committee and the Financial & Commercial Affairs Committee - the ICC's two most powerful forums.
In a statement, the ICC said the board had "agreed to carry out a complete review of the 2014 resolutions and constitutional changes with a view to establishing governance, finance, corporate and cricketing structures that are appropriate and effective for the strategic role and function of the ICC and all of its members".
C, the BCCI president who is also currently serving as ICC chairman, signalled his intention to roll back the changes overseen by his predecessor N Srinivasan in an interview last year, when he referred to "the three major countries bullying the ICC". Manohar will now head the five-man steering group set up to conduct the review, with an aim of putting forward recommendations at the ICC's annual conference in June.
Alongside Manohar on the steering group will be ECB president Giles Clarke, in his role as chairman of the F&CA Committee. Clarke was one of the architects of the ICC revamp - which resulted in a greater share of revenue for the three main boards - and had been expected to run for the position of chairman. The rest of the group will comprise heads of the ICC's Governance Review Committee, Executive Committee and Associate/Affiliate Member group: Nazmul Hassan, David Peever and Andrew Armitage respectively....

I have doubts on the financial side he could overhaul much of it. However, I'll be happy to see a lot more funding for Associate teams. He's most likely to follow Woolf report which would overhaul the way fund is distributed - based on demand and popularity of the game.
In case of a funding overhaul, how the individual state boards react to it, is a matter to observe.

Amazing what damage a bunch of venal people like Srini can cause. Happy to see Manohar bringing in a broader perspective. Maybe I'll get around to rooting for the Indian cricket team after all

I think reverting to the pre-Big 3 ICC is the right direction to go. That will not solve all the existing issues, but it is the right direction to go.

Weren't you saying the Big 3 takeover was going to kill cricket? At least this is a step forward. Reality is its highly unlikely the ICC will decide to give Ireland the 70 % of the global revenue that Srini stole for the BCCI.
If we go back to a more equitable status quo, there is room for the Irish and Afghans to push for full membership as well as the return of a 12 team world cup. Fingers crossed.

Nazmul said India wants to give back 6% to the teams outside of big three.
I'd be happy if Aussies/English also add 1-2% more and make a pool. And most of these should go to teams vsuch as Ireland, Afghanistan and other Associate teams.

No I said the ICC's approach would kill cricket, and its approach to cricket hasnt changed much between the Big 3 and before it.
And considering it was the pre Big 3 ICC that, a week after the 2011 WC announced that the 2015 WC would have zero qualification process whatsoever, well I dont think I can be blamed for being negative.
One system (Big 3) is geared fully towards 3 teams, then slightly geared towards the next 7. Rest may as well not exist.
The old system was unofficially geared towards 3 teams, totally geared towards the next 7 and completely ignored the rest.
"Meet the new boss, same as the old boss" springs to mind.
Of course the old system was probably better than now, but thats like saying getting eaten by a snake is better than being burned at the stake.

Most likely, this 6% will go down to 2-3%. However, it will be interesting to see who gets this 2-3%. If this could reach the Associates, I would say some positives for cricket.

I won't put it that way. You should understand he's an elected member representing a bunch of associated boards. He knows he can't get a buy off beyond 6%.

Right, that's why I am skeptic about what's actually happening from the beginning.
If you look at from a different point of view, if Associates get this 6%, I'd be happy. Currently none of the associates get anything close to 1%. We should get decent cricket infra in Scotland, Ireland, Nepal and Afghanistan; which would lead to more competition.
To reduce clout of BCCI, cricket needs to spread and not confine more and more to one/few countries. Otherwise, by 2023 a new BCCI goon will come up and ask for more.

What would help spead the talent round is if you have quotas for your national,state,state 2nd xl,univeristy and school system,they would leave that country in a hurrry and some might join associate teams.

If we don't feel for the associates then who will?
That being said, 6% or 1-2% is huge cut for the haves. First of all they don't need to do anything at this point. It is extremely generous of them to even put it on the table. Cricket for the main boards would not die if they do not share. In business world it is cut-throat always.

Should take that 6% and move on for now, once that money start to bring expected result from associate countries ... then it would be more easy and reasonable for further negotiation. Its not like BCCI 16% is written in the Bible to be followed for ever.

That's the right way. But if you don't know, 22%+ is written in ICC now and it is the only thing that can't be rolled back, i.e. the next 8 years (2023-2031) BCCI will get more or equal to that 22% number. Manohar came back to BCCI and said that 6% thing is temporary and 22% number is not going down.
