Untill & Unless our players perform in international level they won't be selected in IPL. Even if they are selected (Like Ash & Mash) they will not be able to play regularly. They have to perform too good. Finally it must be in T20I, not Test or ODI.

Performing in NCL T20 won't allow our players to be selected in IPL.

Who will be the first to be signed by Pune or Kochi?

8 could be taken from rest of the 7 top test playing nations (as most of them are already involved)
2 spots could be available for BD players

There could be +/- due to international duties/injuries. So, the available spots could remain same.
Then again, it will be better if they get county contracts instead.
